Consultant Team

Bill Roberson P.E. - Senior Principal
Forty-four years experience designing steel and concrete structures. This includes 32 years of experience in design of offshore structures for international and domestic oil and gas production and processing facilities. Extensive experience with the design of large deepwater fixed platforms

Alex Ran, Ph. D., Consultant
Dr. Alex Ran has more than fifteen years of experience in offshore/marine structure design and analysis (hydrodynamics, global motions, mooring system design and offshore platform installation), five years of experience in ship design/construction as well as extensive experience in spar technology and detailed engineering. Dr. Ran has been the lead engineer for several major spar projects. He has strong technical skills and broad design experience in various types of deepwater structures and fixed platforms. He has an in-depth knowledge of the industry design codes and standards. Dr. Ran’s strong theoretical background and software development experience has earned him a prominent role in the development of software WINPOST (HARP), a state-of-art FE coupled dynamics analysis program for deep water structures. He also led the design and analysis of the first permanent polyester mooring system in the GOM.

Jim Li, P.E., Consultant
Mr. Jim Li has more than twenty-two years of experience in the offshore oil and gas industry including six years with an oil company, four years with engineering consulting firms, two years with turnkey contractors, and ten years as an independent consultant/business owner and corporate executive. He has an extensive background in areas of design, analysis and project management for various fixed and floating offshore structures; including semi-submersibles, spars, TLPs, FPSO/FSOs, offshore float-over installations, jackets, decks, facility skids and modules as well as conventional offshore installations

Wei Ye, Ph. D., Consultant
Dr. Wei Ye has 15 years of industrial and academic experience in naval architecture and offshore engineering. He specializes in deep-water riser engineering and marine hydrodynamics. Dr. Ye has hands on experience with design and analysis of the steel catenary riser (SCR), top tensioned riser (TTR) and flexible riser system. He has served as the project manager and/or lead engineer for various SCR, TTR and flexible riser system projects, including the world renowned BP Thunder Horse 24-inch Oil Export SCR and 20-inch Gas Export SCR - the world largest SCRs in water depth more than 6000 ft. He has an extensive background in fully coupled hydrodynamic analysis and mooring design for offshore floating structures such as semi-submersibles, FPSOs, CALM Buoy Systems, Spars and TLPs. Dr. Ye has a strong background and profound understanding of riser engineering and marine hydrodynamics.
